China: Derailment caused by excessive speed

Excessive speed has been blamed for an accident which killed 9 people near Hengyan in Hunan province last month.
Sixty one people were also injured when an 18 carriage train, carrying around 1000 people derailed on 9 July 1999. Twelve carriages left the tracks and four toppled over.
The Guangzhou Railways Corporation and the Number Four Prospect and Design Institute have been implicated in a "failure to implement certain measures to guarantee safety" according to a report in the China Daily. A number of officials have recieved administrative penalties ranging from "public criticism" to "demerits on their records".
Two railwaymen are to be "punished according to Chinese law by judicial departments".
